The Thunder Bay Community Economic Development Commission (CEDC) is an arms-length Community Development Corporation, led by an independent board, with core funding from the City of Thunder Bay. Thunder Bay CEDC is responsible for business development, retention and expansion, entrepreneurial support, opportunity promotion, and the collection and assessment of key business data. It responds to new projects and initiatives to attract direct financial involvement from government and private sectors, promotes newcomer attraction.

Located within the Thunder Bay CEDC's administrative office, the Thunder Bay & District Entrepreneur Centre (EC) provides free and confidential services to help small business start up, expand, and succeed. They provide one-to-one counseling, consulting, assistance with business planning, comprehensive referrals, and access to information, resources and training.
